III Catalan Congress of Public Management: digital transformation, at the center of the debate

The days 18 and 19 2026 June, the TecnoCampus Park in Mataró hosts the III Catalan Congress of Public Management, organized by theCatalan Association of Public Management (ACGP) under the motto "Thinking about citizenship”. Almost twenty years after the last edition, the congress brings together more than 100 speakers and participants and is structured into six thematic areas to debate how to reform and transform Catalan administrations.

From the AOC we are closely following this event – ​​in which we actively participate – because it shares our roadmap: making the Administration more agile, efficient and useful for people through digitalization. We review the sessions with the most interest from the perspective of digital transformation and innovation.

Area 4, the digital core of the congress

The Area 4, “Organizing public action looking at the new society: AI, data and efficient digitalization” It is the one that concentrates the issues closest to our activity: data governance and privacy, the role of artificial intelligence in the provision of services, the elimination of paper and the request for documentation from citizens, intelligent processing platforms and interoperability between administrations.

  • Thursday 18, keynote speech (1:30 p.m., room 212): Joan De La Paz, head of Digital Transformation at the Prat de Llobregat City Council, opens the field with a presentation with a rather eloquent title: "The transformation will be digital or it won't be: strategy, leadership and reprofessionalization".
  • Thursday 18, round table (15.45 p.m., classroom 212): debate on data policies, paperless and interoperability, with Carmen Lavado (Sant Boi Town Council), Antoni Biarnes (College of Political Scientists), Laura Sunyol (Mataró City Council) and Genís Vives, from the AOC, under the moderation ofAndrew Francisco (Localret). Interoperability, avoiding asking citizens for what the Administration already has, is precisely one of the areas where services such as Via Oberta they add value every day.
  • Friday 19, keynote speech (11.10 am, room 212): Karma Peiró, a specialist in algorithmic accountability and AI governance, focuses on transparent and trustworthy public AI.
  • Friday 19, round table (12.15 pm, room 212): one of the most interesting sessions on the role of AI in the management and provision of services. Participating Jaume Miralles, general director of Artificial Intelligence, Efficiency and Data of the Generalitat; Arlet Brufau (OEIAC-UdG), expert in AI ethics; Albert Mayol (NTT Data), and Miquel Estape, Director of the AOC. Moderator Judith Membrives (Lafede.cat / Algorights).

Administration reform and intelligent decision-making

Beyond Area 4, there are plenary sessions that fully connect with digital transformation:

  • The reform of the Administration and the CETRA project (Thursday, 10:15 a.m., Auditorium), with Albert Tort, Secretary of Telecommunications and Digital Transformation of the Generalitat, and Antoni Biarnes (BEAST).
  • Inaugural speech de Victor Lapuente (Bank of Spain) on global trends and institutions (Thursday, 12:00 p.m.).
  • “21st century public administration: from efficient management to intelligent decision-making”", by the professor Joaquim Brugué (UdG), on Friday in the Auditorium.
  • “Evaluation as a compass: evidence and decision-making”, Mireia Borrell, executive director of IVÀLUA (Area 6), an essential perspective to base digital policies on data.

Experiences that inspire

The congress also dedicates space to 43 communications with practical cases. Among those most linked to digitalization and innovation, the Data Governance Office of the Masnou City Council stands out, the first completely digital citizen consultation in Catalonia (the case of Bellpuig), digital levers to transform social care in Barcelona, ​​the identification and monitoring of the digital divide, and various experiences on the application of AI and data to local public management.
