El Agreement for the promotion and development of the Information Society in the Catalan public administrations has been 25 years old. Signed on July 23, 2001 in the Parliament of Catalonia between the Government of the Generalitat (by unanimity of all parliamentary groups) and the local world representat by the Localret Consortium, this agreement established the foundations of a pioneering model of digital transformation that over the years has become a unique model of success.
What did it mean for the AOC?
The Pact was the genesis and raison d'être of the Open Administration Consortium of Catalonia (AOC). From its vision of the future a firm commitment was born: to prevent each administration from waging war on its own and to commit to inter-administrative collaboration.
Build once, share for all: the Pact established the principle of reuse and interoperability with territorial equity in mind: that any entity in the Catalan public sector can have access to the same digital tools as a large city.
That Pact was the starting point for digital transformation. A legacy that today shows good results, despite the work that remains to be done, and that looks to the future with the preparation of new statutes that must relaunch the spirit of that pact, incorporating a new governance model, and addressing new technologies and challenges, such as data management and the use of ethical artificial intelligence, in which the AOC maintains its original purpose: to make an administration more agile, logical, collaborative and closer to people.
