The Government promotes the transparència of algorithms with a new public registry of artificial intelligence

The Government has published the new Registration of artificial intelligence systems and other algorithms, a new tool that can be consulted via the internet that collects and organizes key information about the artificial intelligence (AI) systems used by the Generalitat and its public sector, prioritizing those that have a direct impact on citizens and their fundamental rights. This inventory allows citizens to access data on how these technologies are used in a clear and simple way, thus fostering trust and transparència.

The tool includes both AI systems and deterministic algorithms that have a significant impact on the decisions of the Administration and on the rights of citizens. The systems can be developed internally, acquired or provided by external entities. Detailed information on each system, such as its purpose, operation, data used and potential risks, is available for public consultation. Currently, the register already has a total of 31 published systems, each with key functions that reinforce efficiency in various areas of the Public Administration.

The AOC reports

The AOC already hadreports of transparència algorithmic citizen-oriented, developed within the framework of our initiative transparènciaThese reports explain in an understandable way how the systems work, what data they use—either for training AI models or as input data in the case of deterministic systems—and what impact they can have on people.

Now, we have adapted this information to the standardized format of the Generalitat Registry, which is more concise and combines objectives of transparència towards citizens with the function of technological inventory for the Administration.

Below, we present a brief summary of the three AOC systems already published in the registry:

Conversation bots with generative AI to support citizens

A system based on generative AI that provides immediate, contextual and reliable answers to citizens' questions. It is used in several common digital services of the AOC, such as:

  • VALID (assists citizens in the most frequent queries during the identification process on the VALid page)
  • idCAT Phone (helps resolve doubts about obtaining, using and renewing theidCat Mobile)
  • idCAT Certificate (offers support with obtaining, using and renewing theidCat Certificate)
  • e-NOTUM (resolves doubts and provides support in the management of electronic notifications)
  • Representa (helps citizens and companies to resolve doubts about the representations and powers)
  • e. FACT (provides support in the preparation and management of electronic invoices)

These digital services are used by the majority of Catalan administrations, which multiplies the positive impact of the bot on citizen service.

Video identification to obtain theidCAT Phone

This system uses biometric verification techniques to allow citizens to prove their identity remotely and securely, facilitating the obtaining of theidCAT Phone.

THEidCAT Mòbil is the reference authentication service in Catalonia, and is characterized by being secure, free, without expiration, without passwords, without the need to install applications and operational on any device, for people over 16 years of age.

The video identification system strengthens the security of online registration and improves the user experience, making it simpler and more reliable.

Automation of the energy poverty report

Service based on RPA (Robotic Process Automation) which automates the generation of municipal energy vulnerability reports provided for in Law 24/2015, on urgent measures to address the emergency in the field of housing and energy poverty. It integrates data from interoperability services Via Oberta and municipal social systems to standardize and accelerate the process. This service does not incorporate AI, but a report has also been prepared transparència and a registration form for the sensitivity of the use case and its direct impact on people in vulnerable situations.
