La publication of minor contracts to the different electronic procurement tools that intervene in the process of advertising and registering the contractual activity of the contracting bodies of Catalonia, it is indispensable for al regulatory compliance in matters of public procurement and in many cases (especially in small municipalities), it represents the majority of the annual procurement volume.
What must be published in matters of public procurement?
Thus, according to the provisions of current regulations, the contracting bodies of Catalonia must:
Support and training for regulatory compliance
With the aim of identifying possible regulatory and functional ignorance regarding the use of these tools (PSCP and RPC), managed by the Technical Secretariat of the Public Procurement Advisory Board and implemented by the AOC in local entities and universities, we have compared the town councils that, during the year 2024, have not published minor contracts on the Public Procurement Services Platform (either through the quarterly aggregate publication, or individually), with the town councils that have done so in the Public Contracts Register.
This analysis has allowed us to identify a set of local entities that, although they have made minor hiring during the aforementioned year, they have not transferred this information to the PSCP, which constitutes a regulatory breach. For this reason, these entities have been contacted and information has been sent to them about the training resources and support available to comply with these legal obligations.
The integration between PSCP and RPC planned for the second half of 2025
A start from the integration of the two tools (PSCP and RPC), which is currently in the process of piloting, the publication of minor contracts in the PSCP will be automatically reflected in the RPCThis integration It is planned to be made available to all local entities and universities, during the second half of 2025. This integration will be unidirectional, so the PSCP will be the input source of the information. For this reason, the use of this tool for the publication of contractual activity, it will be, as it already is now, necessary to guarantee regulatory compliance, and in addition, the instrument to provide greater efficiency to the management of contracting bodies, by allowing the data to be reported to both tools from a single action.
We also remind you that the Public Procurement Services Platform, just like the RPC, allows the publication of minor contracts in an aggregated manner through a template in Excel format, so that with a single quarterly publication The provisions of the LCSP regarding this award procedure can be complied with.
