CGD2025: the eight axes of the program that mark the revolution of smart governments

The Digital Government Congress 2025 (CGD) is presented as an essential meeting point to explore how digital technologies can help transform public administrations, making them more inclusive, efficient and people-centered. The event is structured around eight strategic axes, each of them based on a vision of the future that unites technological innovation with social and ethical values.

El CGD program, which will be held on March 12 and 13, 2025, revolves around eight axes among which is the axis on the digital rights and training, focused on ensuring that all citizens have equitable access to digital services; the one relating to people-centered services, which will address how to redesign public services to prioritize the needs of citizens; and an axis towards smart governments, which will address the implementation of the responsible use of data and technologies to provide more efficient and proactive public services.

The program includes a focus on theefficient administration, which will deal with the optimization of internal processes with advanced technologies; another on open government and good governance, to promote the transparència and citizen participation; and an axis relating to services to companies, aimed at simplifying business procedures through unified processes.

In addition, part of the content revolves around the axis ofinfrastructure and cybersecurity, focused on strengthening connectivity and protecting citizen data with robust security measures and effective responses to cyber threats; while the corresponding one cultural change and sustainability will focus on promoting an innovative culture within administrations to adapt to new technologies with a sustainable approach.

Zooming in three main axes

Of these eight axes, there are three that have special relevance:

  • The axis above digital rights and training, which considers one of the fundamental pillars of this transformation to be the fact of guaranteeing that everyone can access digital services in a fair and equitable manner. This involves training and providing support tools to empower both citizens and public workers; as well as reducing the digital divide, adapting services to the diverse capabilities of people and promoting clear and inclusive language that facilitates the understanding of procedures and formalities. An example of the sessions in this axis is “How to eliminate bureaucracy to guarantee social rights", with the Department of Social Rights and Inclusion and the Third Social Sector Table of Catalonia.
  • People-centered services. This axis redefines the paradigm of public services, making them more accessible and efficient. Work is being done to create personalized services through advanced technologies such as artificial intelligence, simplify administrative procedures with a proactive approach that reduces bureaucracy, and guarantee ethics and inclusion in the design of services to avoid discrimination and technological bias. In this axis we highlight the session “Do you need to complete a procedure? We'll help you.“, with the Sant Boi de Llobregat City Council, the General Directorate of Digital Services and Citizen Experience and the Mataró City Council.
  • The axis relative to smart governments addresses how Administrations use data safely and responsibly to make better decisions and provide more effective services. Key objectives include the use of advanced analytics to predict needs and improve public management, the protection of privacy and data security to maintain citizen trust and the incorporation of innovative tools such as chatbots and drones to optimize processes. We highlight in this axis the session “Collaborative data governance model for efficient administrations“, with Localret, the Barcelona Provincial Council, the General Directorate of Digital Services and Citizen Experience and the Prat de Llobregat City Council.

The Digital Government Congress is not only an opportunity to share knowledge, but also to build an administration capable of facing the challenges of the 21st century. With a focus on inclusion, sustainability and innovation, this event marks the path towards a fairer and more connected future.
