The Transparency Portal incorporates new items to strengthen public integrity
Beginning February 19 2025, Transparency portal incorporates a new subfamily, “Good Governance and Public Integrity”, with seven items to strengthen transparency and guarantee access to information on the institutional integrity policies of the different public entities.
Information on integrity and anti-fraud measures is a key element in maintaining trust in institutions, preventing corruption, improving efficiency and ensuring accountability and protecting citizens' rights. For this reason, from the Network of Open Governments of Catalonia Work has been done to define and conceptualize this new section and 5 new items have been created and 3 items from other subfamilies have been incorporated.
New items
Institutional integrity system (Manual) It must contain documentation and resources on the integrity system, the Institutional Integrity Plan and other measures adopted.
Anti-fraud measures plan(Automatic if published in CIDO, otherwise it will be Manual) It must contain the plan approved by the highest governing body, with annual or biannual reviews.
Institutional declaration promoting the integrity policy(Manual) It must contain the institutional declaration of commitment in the fight against fraud, with the corresponding updates.
Alert channels and internal alert system (SIA)(Automatic for channel linking, Manual for internal regulations) It must contain access to the Internal Alert Channel, the operating instructions or regulations approved by the local entity (updating the content in the event of modifications). How will it work? The item will be automatic for links to alert channels and will have a wizard to identify available channels. However, information about internal regulations will have to be added manually, editing the item according to the required specifications.
Anti-Fraud Commission(Manual) It must contain the composition and functions of this body, with updates in the event of changes.
Existing items being relocated
Interest Group Registration(Automatic)It is moved from “Participation” to “Good Governance and Public Integrity”, maintaining the completion criteria.
Stakeholder code of conduct (Automatic with redirection)It is moved from “Participation” to “Good Governance and Public Integrity”, maintaining the completion criteria.
Code of conduct for senior officials and good governance(Automatic if it is in CIDO, otherwise it will be Manual)It is transferred to the new subfamily and must contain the code of conduct approved by the Plenary of the entity.
How will it be displayed on the portal?
New items will initially be hidden. until each organism decides to activate them.
Existing items will remain visible. if they were already in their previous location, in the new subfamily.
