Enroll in the Postgraduate Course in Open Government and Digital Transformation in the Local World
The AOC has participated through the Good Governance working group of the Network of Open Governments of Catalonia (XGOC) of the creation of a new space dedicated to good governance, the result of collaborative work. This space was created with the aim of being a point of reference for local administrations that want to promote policies of integrity, transparency and improvement of public management.
This space, intended for local entities, is a collection of practical tools to facilitate the implementation of good governance policies, such as:
- Regulatory and normative models
- The CAOC Alerts Channel, a technological tool with guarantees of anonymity
- The help guide for system deployment
- The training course for internal alert managers (starting on May 5)
- The new community of practice for alert system managers
Additionally, the Provincial Councils and the Metropolitan Area of Barcelona offer technical assistance services, and municipal entities provide strategic guidance and advice in this area.
The Good Government Space: essential support to comply with Transparency Laws
La Law 19/2014, of December 29, on transparency, access to public information and good governance, associates good governance with “ensuring that public interests are served with objectivity, neutrality and impartiality (and) requires that the behavior of public servants, especially high-ranking officials, conform to parameters that guarantee compliance with these principles.”
One of the key contents discussed is the Internal Alert System, an obligation for all public administrations according to Law 2/2023, on the protection of whistleblowers and the fight against corruption.
This regulation establishes the obligation to have a functional system that allows, for example, to detect and act on regulatory violations, prevent illegal conduct or protect people who report irregularities. Local public sector entities with more than 50 employees had to have this system in place before December 1, 2023.
A collective effort to institutionalize integrity
The deployment of good governance is not only a legal obligation, but also an opportunity to strengthen citizen trust and consolidate an ethical, responsible public administration committed to public service.
From the AOC we actively support this initiative and we encourage all local entities to take advantage of the available resources and join the spaces for collaboration and shared learning that are promoted.
