The Barcelona Provincial Council has taken a strategic step in the digital transformation of the local world: it has restructured the project Local.iA to incorporate a new essential area: the data governanceThis evolution responds to an increasingly evident reality: artificial intelligence cannot function without quality, well-structured and managed data.
When we talk about AI, we often think of algorithms and advanced technology. But for these systems to work well, need data. And not just any data: it has to be data Mesh, completes, updated the que reflect reality well.
To meet this challenge, Local.iA, has published a section on data governance, encompassing a set of laws, instruments, models and training and assistance resources. This section, conceived as a white paper, aims to help public administrations deploy artificial intelligence (AI) in a responsible and ethical manner, now integrating data management data responsibly, efficiently and securely as an essential part of working with AI.
Therefore, it is proposed a data governance model based on internationally recognized frameworks:
- LADY model (Data Management Association), which structures data management practices.
- Alarcos Data Enhancement Model (MAMD), which addresses data management, governance and quality.
- UNE standards, which guarantee the security, accessibility and quality of information.
In addition, they are offered practical instruments for local entities, such as:
- Evaluation questionnaires to identify critical points.
- Guides for representar graphically the data assets.
- Inventories to plan data opening.
- Glossaries to unify terminology.
- Context boxes to deploy specific actions in data management, governance and quality.
All this material is available with Open License – Catalonia and they are resources that will be of great use to the rest of public administrations, and can be reused within the framework of the Smart Local Government Network.
