The AOC participates in training sessions on artificial intelligence and data protection for public personnel

The heads of innovation services at the AOC, Carme Callés and David Pastor, have participated in the training sessions on artificial intelligence (AI) and data protection, aimed at staff from the Generalitat and the local community.  

The conferences, organized by the Catalan Data Protection Authority (APDCAT) with the collaboration of the School of Public Administration of Catalonia (EAPC), aim to guide public personnel in the appropriate application of the European Regulation on Artificial Intelligence (RIA) and in its integration with data protection regulations.

In its intervention, the AOC explained how a useful, ethical and guaranteed artificial intelligence, specially designed for the local public sector and always with the focus on the protection of fundamental rights. We have translated this commitment into a concrete tool: the reports of transparència algorithmic, which we are standardizing to offer as a service to the local world.

During the session, shared general criteria to take into account to guarantee the effective protection of the right to privacy, personal data protection and security, especially in the deployment of AI systems.

Specific examples of the application of these criteria in public services have also been presented:

  • Chatbots based on generative AI, with guarantees and risk minimization
  • Automation of the Residential Exclusion Risk Report (IRER), to protect social rights
  • Anonymization of plenary sessions with Natural Language Processing (NLP), Large Language Models (LLM) and human supervision
  • Video identification to obtain theidCAT Phone, with supervision and real impact

Most of these cases have their report transparència algorithmic, with a clear explanation of the risks, the measures applied to eliminate or minimize them, and the benefits for both citizens and public administrations.
