Join the digital community “City Councils and AOC online”
The head of the Via Oberta service of the AOC, Gemma Varona and the director of Digital Transformation and OAC of the Granollers City Council, Xavier Iniesta, gave the workshop “On June 6thPractical analysis of interoperability"at the request of theBasque Institute of Public Administration (IVAP).
The workshop was aimed at people employed in Basque local public administrations. Specifically, the town councils that signed up were Donosti, Bilbao, Andoain, Elgoibar, Durango, Etxebarri, Leioa, Irun, Loiu, Urdunya and Sestao; the profiles of the attendees were varied, but the administrative, IT technician, legal and interoperability manager predominated. Two e-government managers from the Provincial Council of Vizcaya also attended.
The general objectives of the workshop were to show interoperability as the effective solution to comply with the right of citizens not to provide data that is already in the possession of the administration and to improve the implementation of interoperability based on experience in other territories. Both from the content of the questions that the local entities put forward and from the concerns that arose during the workshop, AOC and Granollers realized that the problems of people working in local entities are similar to those in the Basque Country and Catalonia, from the lack of resources to the headache that the request for data by procedure entails. The workshop also served the participants to expose their concerns regarding the use of certain administrative tools.
