“Is the administration speaking clearly?”: One of the most outstanding round tables of the CGD 2025
At a time when the relationship between citizens and public administration is undergoing a digital transformation and a paradigm shift in communication, the round table “Is the administration speaking clearly?”, held on March 12 as part of the Digital Government Congress (CGD) 2025, was consolidated as one of the most relevant sessions. With great participation and enriching debate in the Auditorium of the Barcelona International Convention Center (CCIB), the session put on the table the need to make administrative communication clearer, accessible and understandable for everyone.
Moderated by Esther Manzano, general director of Digital Services and Citizen Experience of the Generalitat de Catalunya, the session included experts from various fields who shared experiences and good practices in improving institutional communication. Esther Peña, Deputy Director General of Citizen Service of the Generalitat de Catalunya, highlighted the strategies adopted to facilitate the interaction of citizens with public services.
For its part, Estrella Montolio, professor of Hispanic Linguistics at the University of Barcelona and director of the UB-DIBA Chair for clear communication in the Administration, provided an academic vision on how institutional messages can be simplified to avoid technicalities and make them more understandable.
The debate also included the participation of Ferran Farriol, head of the Open Government Service of the Open Administration of Catalonia (AOC), who explained how transparency and access to information are key elements to strengthen citizen trust. Laura Pasquin, responsible for Electronic Processing and Processes at Barcelona City Council, explained how the City Council is working to optimize its processes and ensure that citizens receive clear and useful information in the management of procedures and services.
This session demonstrated that clarity in administrative communication is not only a matter of language, but also of strategy and the use of appropriate tools to guarantee a closer and more effective relationship with citizens. Through specific examples, it was shown that many administrations are already taking steps forward to simplify their communication and make it closer.
