The day September 28, the right of access to public information is celebrated. This right is fundamental to a transparent, participatory and accountable democracy. It is what allows us, as citizens, understand, participate and monitor public action.
This day has been celebrated since 2015, when the UNESCO declared this date as the International Day for Universal Access to InformationThe resolution recognizes that this right is essential for the democratic functioning of societies and for the well-being of people
In Catalonia, this right is recognized by the Law 19/2014, on transparency, access to public information and good governance, which establishes the obligation of administrations to facilitate access to public information proactively and at the request of citizens.

The e-residence and transparency service
This service offers a web portal, available 24/7, which allows:
✅ Consult institutional and public management information
✅ Access procedures and services safely and quickly
✅ Exercise the right of access to public information
✅ Guarantee the transparency and traceability of administrative actions
Currently, there are more than 1.300 entities using the AOC's Open Government service, which includes an electronic headquarters portal, a transparency portal or an open data portal. Specifically, the transparency portal is used by 95% of municipalities.
The procedure for requesting access to public information
This procedure, offered through the eTRAM service, is a service that makes it easy for anyone request information from public administrations simply, digitally and with guarantees.
With this procedure, citizens can:
🔹 Make inquiries about data, documents or public actions
🔹 Receive a response within the legal deadlines
🔹 Track the status of your application
Throughout 2024, 3.600 procedures for requests for access to public information from 426 different entities were processed via eTRAM, and so far in 2025 (January to August), nearly 3.000 from almost 500 different entities have already been processed, therefore, for this 2025 an increase in the use of the procedure is foreseen (both in volume of processing and in the total number of entities where requests are made).

Currently, a thousand public entities are users of eTAULER, and during 2024, more than 70K advertisements or edicts were published on the portal.
These services are essential tools to ensure a smooth administration more open, transparent and close.
