La PSCP and the tools eLicita incorporate improvements

From 17/06/2025 the Public Procurement Services Platform (hereinafter PSCP) and the tools eLicita They incorporate a version with changes regarding its operation. We detail the most relevant ones below:

Change in aggregate publications of minor contracts, based on framework agreements and specific to dynamic systems: the aggregate publication templates for specific contracts are modified, the fields to be reported in the contracts are simplified:   

  • Direct order BAM with VEC <= €5.000
  • ESDA with VEC <= €5.000

Regarding the minors' loading template:

  • The field of whether the awarded company is a SME or not an SME is added.

Functionality to duplicate published stages to create a new ad in the Post Manager PSCP: In the published phases, the functionality of creating a file from a publication is enabled from the tool's actions button.

This opens a pop-up window in which you must inform the file code of the new file that will be created and the phase in which this new file will begin.

Possibility of adding multiple awarded companies in contracts based on Framework Agreements: in the award of contracts based on Framework Agreements (BAM) published individually, it is permitted to report more than one awarded company.

Amount of exploitation fee: The fields for operating fee amount, operating fee frequency and operating fee observations are added to the tender, award and formalization announcement.

Link to the bid submission tool if the bid submission option is “Other”: in files where the bid submission tool is “Other”, if in the text field activated by this option there is a URL that begins with “http” or “https”, it can be clicked from the public part of the PSCP and a new tab opens with the reported URL.

Suspension eLicita in case of appeal for the phase of PSCP: functionality has been created to suspend the submission of offers in case the suspension of the procedure is marked when it is published in PSCP the notice related to the submission of an appeal. In this case, a notice informs the bidding companies, both those who want to start the registration process to submit a bid in a tender announcement, and those who have submitted their bid in half, of the suspension of the procedure and the impossibility of submitting the bid.

More by more, the Publications Manager PSCP Incorporates also, some new fields related to the integration functionality with TED that will be launched soon to automate publications in the Official Journal.
