La PSCP It incorporates a functionality to generate the ESDC form, according to European standards, which allows contracting authorities to export a template for companies, and bidders to import and fill it out, downloading it in XML and PDF format.
Since its entry into operation, in the month of 2024, around 5.000 ESDCs have been generated using this functionality, allowing, facilitating and making it more agile for companies to deliver all the mandatory supporting documentation in a procurement process, along with specific offer documents.
This tool allows both the generation of the ESPD to be presented with personalized options, by the contracting body, and the implementation by companies, of the required or one created from scratch that can be exported to XML format, allowing the reuse and modification of the information in the document and also to PDF to allow a clear and simple visualization of the incorporated data.

From the point of view of the contracting authority, the functionality allows you to customize the configuration of the tender's DEUC, defining the options that the company will see when filling out the document, as well as viewing the model once submitted.
From the company's point of view, it is possible to fill out the ESPD based on a model defined by the contracting body, or to start a document from scratch using a standardized model.

In this sense, the use and promotion of this tool by contracting bodies is important, to minimize the problems of bidding companies in the process of completing the ESDC and the consequent administrative documentation requirements in the face of errors made.

What is the DEUC?
The European Single Procurement Document (ESPD) is a declaration of the financial standing, capabilities and suitability of companies for a public procurement procedure. It is available in all EU languages and is used as preliminary evidence of compliance with the requirements in public procurement procedures throughout the EU.
