Generative AI: from euphoria to reality (also in Public Administration)
THECatalonia Cybersecurity Agency, as detailed in his annual report, has detected a 38% increase in cyberattacks in the last year, with 6.900 billion attacks recorded in 2024. The most common cyberattacks are ransomware attacks, mostly targeting public information systems and employees of public entities. These types of cyberattacks attempt to encrypt the data of entities and companies, making them inaccessible unless a financial amount is paid, which is known as data hijacking.
An average of 9 cyberattacks per day have reached their target, causing cyber incidents, the vast majority of which are minor, representing an increase of 26% compared to 2023. The sectors most affected are public services, especially health and education systems, as well as local administrations. Cybercriminals are using increasingly sophisticated techniques to access sensitive information and cause service disruptions. In addition, phishing attacks, which trick users into revealing confidential information, have also increased significantly.
The AOC collaborates closely with the Cybersecurity Agency of Catalonia to ensure that public service systems and data are protected. This includes implementing security measures on digital platforms that offer services to both public entities and companies, as well as training their workers in good digital security practices.

The AOC works to ensure that digital services are accessible, efficient and secure, thus contributing to citizens' trust in digital public services. This collaboration is essential to prevent cybersecurity incidents and minimize the risks associated with digitalization. To advance in improving cybersecurity, a good first step is to begin addressing the different security levels of the National Security Scheme. It is for this reason that the AOC is included in the roadmap for the 2025 prepare the bases, at the information systems level, to obtain complete certification of the rest of the services, in 2026, adding them to the list of services that have already achieved certification in accordance with the ENS (SAVE IT, VALID i PSI).
