AOC Support advances towards a digital support and training model: 2025 review
On November 18, at the headquarters of Localret, the AOC held a meeting with the regional councils to listen to their needs and collect proposals for improving the relationship with the AOC. The session revolved around three main blocks:
Below, we summarize the main conclusions:
More traceability was requested to optimally monitor requests addressed to the User Service Center, with the possibility of incorporating an intelligent assistant and integrating a chat. It was also proposed to facilitate access by regional technicians to requests from city councils, renew the digital community, reduce information overload with a single content space and strengthen the territorial presence of the AOC.

It was proposed to create training itineraries adapted to different profiles, with a practical approach and resources for new hires. In addition, it was suggested to organize face-to-face conferences of municipal interest.
The need to emphasize the simplification of EACAT procedures, improve the management of the digital certification service subscriber file, expand the inter-administrative citizen folder with more data and strengthen the usability of the Seu-e and Transparency Portal was highlighted. Shared tools were also requested such as a common file manager, a supramunicipal scoreboard, standardized electronic processing methodology, documenting good practices and intensifying the initial dissemination of services. Likewise, more resources were requested for the AOC councils and references by territory.
The conclusions of the workshop highlight the need to evolve towards a more collaborative, close and impact- and value-oriented relationship model, in which the AOC becomes not only a provider of shared digital services, but a strategic partner in digital transformation, from the territory and for the territory. This model must be based on shared governance and the strengthening of the capacities of the different agents, which allow for better coordination, a more effective dissemination of services and a more homogeneous implementation of digital transformation throughout the country.
This one strategic vision reinforces the AOC's commitment to a collaborative, sustainable digital transformation oriented towards the real needs of the local world, placing people, territories and the quality of public services at the center.
