Updated recommendations and good practices in the use of the PSCP and eLicita tools
La The Technical Secretary of the Public Procurement Advisory Board has issued a statement which informs about the protocol followed, due to the widespread power outage on April 28, 2025, which prevented the use and completion of procedures in the tools of the Corporate Electronic Public Procurement System of Catalonia.
In this regard, it was carried out a personalized notice to contracting bodies with published files in which the deadline date coincided with the time of the power outage, to inform them that they had to assess the need to extend the submission deadlines in the affected filesThis notice, made by the AOC (for users in the local area and universities) and by the Technical Secretariat of the Public Procurement Advisory Board itself (for users in the departments and entities of the public sector of the Generalitat, independent and/or statutory bodies and other entities), followed the protocol defined for situations in which general technical incidents occur that may affect the deadlines for submitting offers in procurement procedures.
Additionally, on April 29, a notice was published in the PSCP Publications Manager with the same recommendation.
Regarding the duration of the extension of the deadlines, the different communications refer to 24 hours, on the understanding that this is the minimum time that the affected deadlines should be extended, taking into account the duration of the incident and without prejudice to the considerations that the contracting bodies understand that they must assess to determine the need or convenience of extending them for a longer period, taking into account that the recovery of normal services occurred gradually and that the incident affected each territory differently.
The State Public Procurement Advisory Board issued a Recommendation on the extension of deadlines for the processing of public contracts as a result of the power outage that occurred in Spain on April 28, 2025, in which it recommends to its contracting bodies to extend, in general, the deadline for the procedures that ended on April 28 and 29, until 23:59 p.m. on May 5, 2025, taking into account that May 1 is a non-working day throughout the State and that May 2 is also a non-working day in the Community of Madrid.
It should be remembered that the extension of the deadlines for submitting bids must be done through an amendment to the publication of the tender notice and the modification of the date for submitting bids. In the case of document submission requirements, it is necessary to access the requirements table included in the requirements tab, within the Bidder Management section, and click on the pencil icon within the actions column, in order to be able to modify the end date for submitting requirements.
Regarding the deadlines relating to the procedures carried out before the Catalan Public Sector Contracts Court, it is necessary to be aware ofAgreement 12/2025, of April 30, which agrees on the general extension of deadlines as a result of the interruption of the electricity supply that occurred on April 28, 2025, from the Court itself.
