How to make good use of Via Oberta? (X): regulatory quality, a key aspect

On the AOC website you have tools and services that facilitate the digital transformation of your entity. Among these tools, on the digital transformation support page, there are Models, guides and best practices; in the section dedicated to Via Oberta, an Excel has been included where you will find the necessary data to request certain procedures. In relation to the title of this post, we highlight two of them: the request for parking cards for people with disabilities and the parking reservation for people with reduced mobility.
Regarding these two procedures, in Catalonia we have legal authorization to consult the data necessary for their processing. Specifically, this is indicated in the fourth additional provision of the Law 13/2014, of October 30, on accessibility:
Communication of personal data.
Public administrations and other bodies providing public services must collaborate and are obliged to provide the information required by the competent administration. The necessary personal data that the acting administration requires for the exercise of the powers determined by this law may be communicated without the consent of the person affected.
However, despite this authorization, it must be taken into account that both the General Data Protection Regulation (among others, article 12 et seq.) and Organic Law 3/2018, of December 5, on the Protection of Personal Data and Guarantee of Digital Rights (among others, article 11) specify that It is necessary to be transparent and report any processing of data., including consultation or verification. Therefore, when preparing the form for the two aforementioned procedures (as well as others that have the same casuistry) it is necessary to inform the requesting person that these consultations will be carried out and the regulations that cover them.
