The Generalitat presents an Artificial Intelligence Guide to guarantee trust, transparency and responsibility
The head of the AOC Innovation Service, David Pastor, has participated in the 23rd edition of the International Conference on Business Process Management (BPM Congress) held in Seville, a conference focused on the digital transformation of the public sector through technologies such as process mining, the artificial intelligence I la RPA.
In his speech, entitled "From weeks to hours: automate so you don't stay in the dark", Pastor presented the project to automate energy poverty reports, an initiative to prevent power cuts for vulnerable families through theautomation i standardization of the management process.
This project responds to a social and administrative challenge of great magnitude: more than 9% of the population has difficulty paying bills on time, and more than 800 town councils They must review the lists of unpaid bills sent by the supply companies and issue a report that accredits the situation of vulnerability in a term of less than 15 days, to avoid the supply cut. The traditional, slow and manual process is estimated to have caused up to 161.000 annual cuts.
The solution presented consists of a cloud platform, standard and scalable, which reduces management time weeks to just hours. Allows:
The project has overcome common barriers such as paper consent, lack of data standardization and change management, while ensuring the Data Protection I la traceability of automated decisions.
The results of the are promising: 17 municipalities involved, more than 12.000 cases analyzed in the year 2025 and up to 30 automated queries per report, with an average management time of 4 hours per batch.
Law 24/2015 establishes clear protection against supply cuts: no family can be deprived of electricity, water or gas if social services prove their situation of vulnerability. The legal framework is clear, but the process for generating reports was slow, manual and uneven depending on each municipality.
The solution promoted by the AOC has transformed this process into a digital, automated, unattended and standardized circuit for all municipalities. This project is an example of how the digital innovation it can improve public services, reduce the administrative burden and guarantee citizens' rights.
