APDCAT and AOC constitute a working group of data protection delegates to promote ethical AI
The AOC Executive Committee made the following decisions:
The technical documentation necessary to deploy a new remote electronic signature service in the cloud, intended for Catalan public administrations, was tested. This service will allow issuing, managing and signing with digital certificates in a much more efficient, agile and secure way. This new solution will benefit all public workers who must sign electronically, especially those who do so intensively such as elected officials, public managers and technical, legal and economic management managers.
This initiative creates a new branch within the AOC certification hierarchy, which will allow the use of digital certificates without the need for physical cards, specific software or installations on specific devices. The first certificate profile to be issued will be the TCAT RA (remote), equivalent to the current level of guarantees TCAT P (software), and will be available by the end of 2025.
The specific conditions of the new service were approved. Process automation, an initiative designed to facilitate the digitalization of local administrations, especially smaller ones.
This service offers local entities an advanced technological resource to automate administrative tasks through robotic processes (RPA) i business process modeling (BPM)The goal is clear: reduce manual workload, increase efficiency and ensure more agile and secure management of files.
Currently, pilots are being carried out for the energy poverty report and for meal subsidies.
It was also approved to modify the conditions of the 'Open Government' service, eliminating the possibility of publishing inter-administrative edicts, to differentiate it from 'El Meu Espai'; and those of 'Via Oberta', adding the catalogue of standardized procedures, through which the authorization process for Via Oberta consultations can be delegated to the AOC in a standardized manner, with the aim of speeding up the processing of these authorizations.
Finally, members were informed of the contents of the Framework Agreement for Collaboration on Interoperability of the Public Sector of Catalonia; and of the Common Services Agreement with the General Administration of the State and the Generalitat of Catalonia for the provision of basic digital administration solutions.
