The VÀLid service of the AOC obtains the certification of conformity with the ENS in the high category
La IX edition of the Open Administration Awards to the town councils and county councils awarded annually by the Consorci Administración Oberta de Catalunya (AOC) has recognized the leading organizations in digital transformation and open government. This year, 100 Catalan local bodies have been awarded one of the Open Administration Awards, divided into seven categories according to the number of inhabitants of the municipalities and their nature.
Of the 100 awarded, Manlleu is the municipality that has obtained the highest score followed by Lleida i Reus.
Regarding classification by category, Lleida i Reus they collide in the category of municipalities with more than 50.000 inhabitants; Manlleu alone leads the category of 20.001 to 50.000 inhabitants and Llinars del Vallès that of municipalities with 5.001 to 20.000 inhabitants. The Morell (1.001 to 5.000 inhabitants), Vilalba dels Arcs (501 to 1.000 inhabitants) i Caseres (less than 500 inhabitants) lead their respective categories. As for the county councils, the Pallars Jussà County Council (less than 20.000 inhabitants), the Berguedà County Council (from 20.001 to 50.000 inhabitants) and the Tarragona County Council (more than 50.000 inhabitants) lead their respective categories.
The awards ceremony was held at the Teatre Auditori in Salou and was attended by the Secretary of Telecommunications and Digital Transformation of the Government of the Generalitat of Catalonia, Marc Realp, the president of Localret and vice-president of the AOC, Pilar Diaz, the mayor of Salou, Pere Granados and the managing director of the AOC, Santi Gallardo.

These recognitions are given on the basis of theDigital Maturity Index (IMD) which prepares the AOC and which is determined from the analysis of objective indicators, the data on the use of the AOC services and the analysis of the websites of 947 town councils and 42 county councils.
In this way, local administrations have at their disposal rigorous information to know their state of affairs, their strengths and areas for improvement. Comparisons can also be made with other similar administrations or with those leading the digital transformation.
The IMD is a unique and innovative initiative, both at state and international level, which allows us to rigorously assess the degree of maturity of a public body's digital transformation. Indices that measure the development of digital government at the regional or state level are not appropriate for evaluating data at the local level and, moreover, are based on surveys or statistical data, while the IMD uses public and objective open data.
