Manresa City Council has implemented an innovative system to automate theallocation of electoral propaganda sitesThe solution simplifies the process of distributing free spaces between the different political parties participating in an election, guaranteeing speed, fairness and transparència.
In each electoral process, city councils must distribute electoral propaganda spaces, such as streetlights and other locations, according to the representaobtained in previous elections and the preferences of the formations. Traditionally, this involved long face-to-face meetings and slow and inefficient processes. Now, thanks to this system, political parties can select locations on a web platform and the assignments are made automatically taking into account the availability and order of priority of the parties.

The Manresa City Council has implemented a web platform that makes it possible to carry out requests and allocations of electoral propaganda sites in an automated way, following the following steps:
- Access to the web platform. Political parties access a platform with a username and password where they can view the lots of streetlights and other available locations.
- Prioritization of spaces. Each party assigns a priority category (from 1 to 5) to the lots of street lights and locations, where the value 1 representa the preferred spaces and the value 5 the least desired.
- Automatic assignment. When the established selection period ends, the system automatically distributes the lots of lanterns and locations respecting the order established by the result of the last elections and the preferences indicated by each party.
- Publication of the results. The result of the allocation is automatically published in the same web space so that all parties can consult it.
What are the benefits?
- Improved efficiency. The system reduces the time spent by municipal staff and representants of political parties and allows the reuse of selections from previous processes to streamline future assignments.
- Major transparènciaEach party can download its own map, with the assigned locations, and a global map with the assignments of the other parties, ensuring a clear and verifiable process for everyone.
- Flexibility in the face of changes. The system easily adapts to changes dictated by the Central Electoral Board in the percentages corresponding to each formation, without the need to manually modify the allocation.
Manresa City Council has been using this system since June 2023, optimizing the entire allocation process. The meeting time between all parties has been reduced from 5 hours to a half-hour meeting, to remind the trainings of the operation of the web platform and to explain any improvement implemented in the application.
