Updated recommendations and good practices in the use of the PSCP and eLicita tools
From 30/07/2024 the Public Procurement Services Platform incorporates a version with important changes regarding its operation, as well as new spaces and functionalities. We detail the most relevant ones below:
Change in aggregate publications of minor contracts for future integration with the Public Register of Contracts: as advanced in publication Modification of the template of minors in the PSCP and other information about the integration with the RPC the template is modified to include the fields that will later be needed to move the publications of minors to the RPC.
New fields for future integration with the Public Register of Contracts: in order to finalize the addition of new fields to the tool, necessary to allow integration with the RPC, the fields below are added:
These, as well as the rest detailed in the publication The Public Procurement Services Platform incorporates new fields to prepare for integration with the Public Contract Register, are added as non-mandatory, until the integration is activated.
Addition to the portal of a tool for the automatic generation of the DEUC: this functionality makes it possible to build a form that follows European standards and that allows both the contracting authorities (procurement bodies) to export a template for companies, and the tenderers themselves to import and fill it in, downloading XML and PDF.
Activation of the new Space for bidding companies: the objective of providing companies with tools that facilitate access and management of procurement records of their interest, collaboration and communication between bidding companies, and the promotion of innovation in public procurement.
Setting up Envelope A with lots together or separately: this new version adds to eLicita, the possibility to configure a common A Envelope for all tender lots. In this way, the need to make a different A envelope for each batch, as already existed, is covered, or to allow it to be shared and it is only necessary to configure, present the documentation it contains and open it once.
