The Provincial Council of Tarragona has implemented a digital transformation project to improve the management of municipal records of economic activities. The initiative uses the SITMUN platform, Municipal Territorial Information System, for integrate and visualize data efficiently, making it available to citizens in a simple and understandable way.
Many municipalities have difficulties in meeting the legal requirements related to the management of economic activities. Traditional tools, such as Excel or Access, are insufficient to keep data up-to-date and share it effectively. This makes monitoring and making informed decisions difficult. To solve this problem, the Diputació de Tarragona offers municipalities a service to create or update their municipal register of activities using the SITMUN platform. This tool allows economic data to be integrated with municipal cartography, thus improving the management and control of activities.

The project consists of the design and implementation of a specific module within SITMUN to manage the municipal register of activities. The operation of the tool is as follows:
- Data is registered using a form that includes key information such as registration number, registration date, holder details, etc.
- Once registered, the activities are shown georeferenced on the map of the municipality, representawith different color codes according to their typology: industrial, extractive, waste, etc.
- The tool has different resources that allow:
- Filter the information displayed on the map using a layer selector.
- Search and locate activities by polygon, cadastral reference or toponym.
- Perform pre-determined queries, such as decommissioned, operational or environmental licensed activities, among others.
- Access supporting documents for the management of the activity register.
What are the benefits?
- Regulatory compliance. It helps municipalities to fulfill their obligation to keep records of activities - including the municipal health register - and to approve control plans for reported activities.
- Support in decision-making. It provides a global and integrated view of information relating to the economic fabric of the municipality and encourages evidence-based decision-making.
- Access to information. The publication and availability of the data in a map viewer make the information more accessible and comprehensible to citizens.
The service has been in operation since June 2023. There are currently 22 municipalities in the province of Tarragona that have already implemented and manage their economic activities through the municipal register of activities in SITMUN.
