The Revista Vasca de Gestión Pública highlights the Digital Maturity Index for its innovative nature

The Basque Journal of Management of Persons and Public Organizations of the IVAP (Instituto Vasco de Administración Pública) has published an article on the Digital Maturity Index (IMD), as a key tool for evaluation and continuous improvement of local administrations .

What is IMD

The IMD is a unique and innovative initiative, both at national and international level, which assesses the degree of digital transformation of Catalan local administrations based on public and objective data. It is calculated using the weighted sum of more than 30 indicators organized in three dimensions: digital rights, activity of digital services and open government; and these are indicators that meet the SMART criteria (Specific, Measurable, Achievable, Relevant and Time-bound).

The IMD is calculated using a proprietary methodology based on the following principles:

  • Use of available open data
  • Co-creation with experts in public management
  • Open consultation process with local bodies

Why IMD is innovative

A large number of composite indicators exist to assess the development of digital government, such ase-Government Development Index (EGDI) of the United Nations, the Digital Government Index (DGI) of the OECD or theeGovernment Benchmark of the EC, but all of them are used to assess state governments and cannot be applied at regional or local level.

Furthermore, most are based on statistical data or surveys, while the IMD is based on public, objectifiable and verifiable data obtained from different sources of information. Currently, 95% of the data used to calculate the IMD are available in open format.

The IMD is also innovative in the way it is presented. It offers a set of dashboards and reports created with a business intelligence tool, intended for the different profiles involved in the decision-making of a local entity.
