The Paeria has digitized all procedures related to the municipal register of inhabitants and has launched a new registration protocol in order to guarantee the rights of all citizens. This way, the town hall facilitates universal access to the register with 100% electronic processing, without travel or prior appointment.
The project consisted of updating and improving the existing registration circuit to allow the registration of all people at their usual address, regardless of their legal or housing situation. Likewise, the portal has been created Register yourself, which facilitates access to all the registration procedures and has tools to resolve doubts immediately and automatically.
The initiative is contained in theDigiCanvis Observatory as a digital transformation project in the field of people-centered services.
The launch of the Enpadrona't project involves updating, digitizing and automating the registration process in the city.
First of all, the protocol that regulates the registration process in the municipality has been reviewed and updated. The new protocol allows all people to register at their habitual residence, regardless of whether they have the legal title to the property, are in irregular employment or even homeless, to ensure that they can access in education, health and social services.
With regard to the digitization of the registration procedures, all procedures can be carried out electronically from the e-head office (registrations, deregistrations, renewals, modifications, submission of documents, etc.) and the issuance of the registration certificates. In internal management, an automated system of alerts has been implemented that notifies those in charge of social services of cases that require routine reports.
The project also includes the launch of the portal Register yourself, a multilingual website that collects all the procedures of the register, the reference regulations and the protocols in the form of a quick guide. The portal includes different tools to resolve doubts immediately and automatically: a chatbot, a Telegram bot and a help form.
This service has been in operation in Lleida since 2020 and can be replicated by other councils, given that the management and regulations of the Population Register are common to all municipalities and, in the case of Catalonia, the application for managing the register it is also common in the vast majority of municipalities.
