- Open Data and Transparency
2023 data available on visits to the AOC-XGOC transparency portals
Beginning Wed. 22 in November is planned to incorporate various functional improvements and corrections around the portal that the AOC offers in collaboration with the Network of Open Governments of Catalonia.
In this update the most interesting news is related to the promotion of graphic displays in procurement items, or collaboration agreements, which greatly enhance the "plain language" side of the portal, making it more attractive and clear for citizens. Now... beyond the visualizations, we have also made progress in the promotion of inclusive language, new items like the csv checker, or various correctives that we go on to detail below. Let's get started:
In this update, new visualizations have been developed for two key items:
Now these items incorporate a new graphic to visualize the data based on the existing information in the first case of the Public Procurement Services Platform (PSCP), and of the Public Register of Contracts for minor contracts. Both graphics are interactive and follow the new graphic design formats of the AOC, which we will gradually implement. Here are some pictures:
Figure 1: sample of the visualizations developed from public data from the PSCP for the item "Relation of awarded contracts (historical)".
Figure 2: sample of the visualizations developed from public data from the RPC for the item “Relation of Minor Contracts (Historical)”.
In the graphics, the possibility to make filters and searches is particularly noteworthy, but above all the tables with data are shown in a very well structured format that facilitate citizens' consultation. Examples of detail data tables:
Figures 3 and 4: sample of data tables associated with public procurement based on public and open data published by the PSCP.
Considering that the graphics have been built from the information that is already in open data (automatic source of open data source PSCP, or RPC), those entities that currently already have any of the two current tables visible in both items, the current table will be replaced by this new visualization that includes both the data and the new graphic environment (practical, complete and easier to consult for citizens). However, and as with any transparency portal item, the editor of each portal has the option to modify its visibility (by activating or deactivating if applicable).
the team ofInfoparticipate has contributed to the definition of these visualizations and has in fact incorporated the following recommendation for the Infoparticipa indicator 31 associated with public procurement according to its 2023 evaluation guide:
"To validate this indicator, a contract viewer will be required, which can be consulted with graphics and with a simple representation, both of the tenders and of the companies and/or individuals awarded."
In this sense, the activation of these graphics is therefore an element that favors the validation of indicator 31 of Infoparticipa. More information at Guide to assessing 2023 (edition 12) of Infoparticipa.
Continuing with the model started with the improvements to the contracting items, the "Collaboration and cooperation agreements" item also incorporates a new graphic to visualize the data based, in this case, on the public information available from the "Register of collaboration and cooperation agreements" of the Department of the Presidency.
Figures 5: sample of the new visualizations associated with collaboration agreements based on public data from the RPC.
In the case of collaboration agreements, there is also a detailed table that shows all the data, usable and complete:
Figure 6: RPC source data detail sample. Allows you to display more details or access the original agreement.
In this case, and since the automated offer of the item is currently based solely on a redirection to the search engine of the Registry of Agreements of the Department of the Presidency, it will have to be the publisher of the entity's portal who activates it. Now, it's very simple, just enter the item, disable the existing redirect, and enable the display of the new default view as shown in the following screen:
Figure 7: Sample of the screen you need to access to activate the display.
From November 2023 it is offered a new item associated with Document Verification with CSV. This item will appear hidden by default, and you will need to access it to activate it. The item is located at:
Figure 8: sample of the new item “Verification of documents using Secure Verification Code (CSV)”
Functionally, this item allows access to the tool provided by the AOC to verify documents through the Secure Verification Code, for example for the e-TRAM receipt.
This is an item that will be hidden by default, but can be enabled by the portal editor. You can also edit it and make the "tailored text" for example by reporting other solutions and/or your own verification links if applicable. In any case, it is recommended to activate it, and make the electronic headquarters point to this item as well.
The language has been improved (to make it more inclusive or understandable) in the following items:
Changed dropdown format to table format. In addition, a default sorting by “Session start date” is now offered, and users will be able to more quickly search for content or sort according to their needs.
A new field with the title "Brief description" has been incorporated for data entry. This improvement will be useful to give a brief information about each entry.
Updated the item name and images to current, and improved its content with a better explanation.
This item now includes new informational columns with more statuses associated with the accounting status of invoices. Remember that to have the invoice registration item available, you need to make a request through the support channel and we will activate the display of the table on the portal.
It is planned that the deployment tasks of this new version start from 21pm on Tuesday 21 November, and end around 10am on Wednesday 22 November with the deployment completed. It is possible that during this period of time, and due to the technical work, there may be occasional service interruptions, we apologize for the inconvenience this deployment may cause you.
Remember that when we deploy all these changes and improvements you will also be able to find them in the enabled "transparency updates" area of the portal's own editing environment.
