Digital Transformation Module in the Local World: train yourself to lead change
La Digital services guide, promoted by the General Directorate of Digital Administration, aims to explain to citizens and the staff of the Generalitat de Catalunya what is involved and how the services offered by the Administration should be designed. It describes the principles that digital public services must follow, the steps that need to be taken from the moment you decide to create them, and a range of techniques to follow these steps. To do this, a methodology suitable for the digital age has been adopted: the design thinking or design thinking.
The life cycle of a digital service has five phases: design, construction, implementation, maintenance and evaluation and improvement. The methodology it describes facilitates the creation of omnichannel, accessible, personalized, proactive, simple and data-driven digital services.
The Guide, which was drawn up in 2020 with the collaboration of several departments of the Generalitat de Catalunya, has been updated based on the experience of the projects developed and the impact of the pandemic.
Some of the services designed according to the criteria of the guide they are: Title of large family on the mobile phone, Attention by video call of tax procedures (ATC), Control of attendance at SOC courses and Administrative claim prior to the judicial process for temporary disabilities, among others.
Initiatives of the local world
Some local administrations have also applied the design thinking to design digital services and have followed some of the techniques mentioned in the Guide. Lleida City Council has applied techniques of design thinking in the project Register yourself to identify initial problems and redefine the service. For its part, Sitges has defined one new tourism management model based on the cycle customer journey (journey of the traveler), with the aim of being able to collect data from the different stages that make up the 360° journey process.
These initiatives are collected in theDigiCanvis Observatory, the space created by the AOC that collects best practices and reference innovations in the digital transformation of local administrations.
