In 2020, a technological and functional renewal project of the Public Procurement Services Platform (hereafter PSCP) was initiated, led by the Technical Secretariat of the Public Procurement Consultative Board, together with the Department's ICT Area of Economy and Finance and the close collaboration of Consoci AOC which implements this tool in local administration and public bodies in the university area.
This renovation project, which was introduced at the end of 2020, will culminate with the commissioning of the New PSCP which is planned for February 27, 2023.
Apart from the adaptations that, at a technical level, lead to improvements in traceability, usability, accessibility and interoperability, at a functional level, the design of both the management tool of the public bodies that host their contractor profiles in the PSCP is modified , as of the Platform itself and expands the information published in structured fields and in open and reusable formats, providing, among other improvements, the specific phase of contract execution.
Most relevant improvements
Specifically, the most relevant changes and modifications brought about by this transformation are the following:
Functional evolution:
- Better adaptation to the LCSP, through the incorporation of the information provided for in the law in structured fields.
- Publication of batches independently, respecting their character and allowing each one to be in different publication phases.
- New phases of publications.
- Under evaluation, where the files are included from the end date of the tender submission period until their award.
- In execution, which allows information on the various contractual situations to be published in a structured way.
- Expansion of open data files, guaranteeing greater interoperability and transparency of all information published in the PSCP.
Technical development:
- New access URL.
- Updating the infrastructure of the tool and its technical components.
- Improvement of usability, traceability and accessibility.
- Technical separation of the e-Licita and PSCP tools, making the two tools independent and thus allowing them to be used individually.
Evolution of e-Billing tools:
- Incorporation of negotiation phases with specific configurations for each phase.
- Homogenization of the Digital Envelope and Online Tender Submission tools, both from the point of view of bidding companies and public managers.
- Expansion of the functionalities of the Electronic Tender Submission tool by incorporating those of the Digital Envelope, thus giving contracting bodies greater autonomy.
News in the implementation of services:
- Separation of the PSCP and eLicita services, which until now were included in the PSCP registration process. The eLicita tools will be disabled for entities that use other electronic tendering tools to prevent them from being activated by mistake and compromising the tendering process.
- Renewal of the PSCP web services; during the year 2023 the AOC and its integrated user bodies will have to adapt to the new web services that will incorporate the new features of the renewed tool. While the adaptations are made there will be backward compatibility with the current service.
Information session to present the renewal of the PSCP: January 18
In order to publicize the details of the renovation project, an information and presentation session will be held on January 18 from 9 a.m. in the Administrative District Auditorium (Carrer del Foc, 57 – 08038 Barcelona), which can also be followed in streaming by YouTube channel of the Department of Economy and Finance.

Subsequently, on January 31, a more technical session will be held, aimed at PSCP users, in which information will be provided in detail about the publication migration plan and the new functionalities incorporated.
Training and support for the new PSCP
Likewise, within the change management plan that has been drawn up, several training sessions will be held during the month of February for the implementation of the transformation of the PSCP to which you can sign up, as always, through the AOC Campus.
