Three AOC AI systems included in Social Services Algorithm Radar unveiled at MWC 2024
The Open Government service offered by AOC in collaboration with the Transparent Governments Network is a good option for Encourage the transparency local authorities (through transparency portals), the publication and reuse of information in open and reusable format (with the data portal open), or access to all information on services and procedures of the entity (with its electronic portal).
El service model which from the AOC is offered to local bodies is a model "Turnkey", that is, a common and comprehensive service of transparency and open data portal (in addition to the possibility of an electronic headquarters), which includes:
- A technological platform
- The maintenance of the solution
- The different evolutionary
- Technical support
- Training and advice
It also includes some very interesting resources associated with open data and information automation:
- Automatically update almost 50% of available items
- Automatic and default publication of 45 data sets in open data portals
- Possibility for any entity, and beyond the open data portal offered by default, to publish its own data sets
They are currently 1.228 local bodies which have the transparency portal available. All of them have an open default data portal associated with them, and more than forty of us publish their own data sets (with more than 300 public data)… We can therefore say that both the transparency portal and the portal of open data has become, de facto, a standard in the Catalan territory.
Balance of savings and service costs
An interesting element of the open government service that we want to comment on today is its balance of savings and costs. We start by saying that the balance is very positive, which maximizes the public value of the solution, and becomes an example of a common solution in the territory, created to serve the local world in a collaborative way, for all entities that are part of the Network of Transparent Governments.

Els open government service costs are estimated at € 500.000 annually, and we can associate them with the following elements:
- Systems and operations
- Support (helpdesk)
- External contracts
- Personnel Management (Chapter I)
- Other indirect costs and expenses
Detail of savings
Els savings from the open government service are estimated at € 5.223.000 annually, and require different estimates which are detailed below.
1 / First estimate: cost of having a similar technical solution (turnkey)
In order to be able to make an estimate of the savings that the service generates in the user administrations, we must first consider the cost that a technical solution (turnkey) of similar characteristics could entail to the entities.
To obtain this data we need to do a comparison exercise with a market solution that provides the services of: Electronic Office + Transparency Portal + Open Data Portal (self-managed)
At the same time, and for our estimates, it is also important to remember that the open government solution offered by the AOC responds to a multitude of types of entities:
- 908 of the 947 town halls (from the smallest entities to municipalities with +200K inhabitants)
- 39 of the 41 county councils
- 2 provincial councils
- 56 Decentralized Municipal Entities
- 223 entities dependent on the local world
With these premises, and applying the business logic of the private operators (by the population factor), making inquiries and estimates (downwards), we have considered an annual unit cost (average):
3.000 € / ens for the sum of the different services indicated (headquarters, transparency and open data)

Total estimated cost for this concept: € 3.684.000 / year
2 / Second estimate: time savings (efficiency) that involves the automation of data available on the transparency portal
If we want to continue with the identification of savings in the second term, we must also consider the savings in time (efficiency) that involves the automation of data available on the transparency portal.
To make our calculations we have separated the typology of entities into two modalities. On the one hand, "local administrations" that use the portal more intensively, and on the other hand, "other local entities" that use it less. Estimates made:
- Incorporate 950 us within the category of Local Administrations
- They are the ones who make the most intensive use of the portal, and use most of the automation we offer, whether with open data or redirects.
- We account for a use of 56 automatic items.
- Incorporate 278 us within the category of other local entities
- They are the ones who make the most punctual use of the portal.
- We account for a use of 15 automatic items.
The following concepts are common to both types of entities.
- The average them published documents they change 7 times a year
- The average of procedural cost (time) to change the file in the 10 minuts
- The time for obtaining and preparing the document internally is not taken into account, only for publication on the portal
- El average staff cost is € 23 / h staff (a technician at 30% dedication, and an administrator at 70%. Including social security).
Overall, and based on these estimates, the time saved is: 66.931h, which is equivalent to € 1.539.000 / year.

- The costs of the open government service are estimated at 500.000€
- Open government service savings are estimated annually at 5.223.000€
Although this analysis is largely based on estimates, and as such may be subject to variation, overall we can state that the savings generated for the common open government solution (electronic headquarters, transparency portal and open data), they are 10 times higher than the costs.
In other words, the cost of providing Open Government services from a collaborative solution such as the one proposed by the AOC - Network of Transparent Governments, in practice means a very high overall saving (next 90% of the costs), while facilitating the fulfillment of the needs of active publicity (transparency) and reuse of data from local bodies.
