All of them have an open default data portal associated with them, and more than forty of us publish their own data sets (with more than 300 public data)… We can therefore say that both the transparency portal and the portal of open data has become, de facto, a standard in the Catalan territory.

An interesting element of the open government service that we want to comment on today is its balance of savings and costs. We start by saying that the balance is very positive, which maximizes the public value of the solution, and becomes an example of a common solution in the territory, created to serve the local world in a collaborative way, for all entities that are part of the Network of Transparent Governments.

1 / First estimate: cost of having a similar technical solution (turnkey)
In order to be able to make an estimate of the savings that the service generates in the user administrations, we must first consider the cost that a technical solution (turnkey) of similar characteristics could entail to the entities.
To obtain this data we need to do a comparison exercise with a market solution that provides the services of: Electronic Office + Transparency Portal + Open Data Portal (self-managed)
At the same time, and for our estimates, it is also important to remember that the open government solution offered by the AOC responds to a multitude of types of entities:
With these premises, and applying the business logic of the private operators (by the population factor), making inquiries and estimates (downwards), we have considered an annual unit cost (average):

If we want to continue with the identification of savings in the second term, we must also consider the savings in time (efficiency) that involves the automation of data available on the transparency portal.
To make our calculations we have separated the typology of entities into two modalities. On the one hand, "local administrations" that use the portal more intensively, and on the other hand, "other local entities" that use it less. Estimates made:

Final balance
Although this analysis is largely based on estimates, and as such may be subject to variation, overall we can state that the savings generated for the common open government solution (electronic headquarters, transparency portal and open data), they are 10 times higher than the costs.
In other words, the cost of providing Open Government services from a collaborative solution such as the one proposed by the AOC - Network of Transparent Governments, in practice means a very high overall saving (next 90% of the costs), while facilitating the fulfillment of the needs of active publicity (transparency) and reuse of data from local bodies.
