In the Representa, the Register of Powers of Attorney of the Public Administrations of Catalonia, two types of representations can be created depending on what supports them, voluntary representations or representations endorsed by a previous document. This is an organizational issue, given the lack of precision in the law on this issue. For this reason, REPRESENTA has chosen that the validation of powers will be carried out by:
• General power of attorney: the entity whose headquarters has been accessed to register the representation (in the case of representations made electronically) or the entity to which access has been made to make the representation (in the case of representations made through Attended)
• Empowerment of bodies: the specific entity to which the representation is granted
• Empowerment in procedures: specific entity to which the representation is granted
In this sense, it should be borne in mind that it is a collaborative record of shared responsibility, so it is advisable to rely on the actions of other user administrations, without prejudice to the fact that the interested party may later be required to accreditation of representation. To validate the powers it is necessary to have the role of VALIDATOR. When he accesses Representa, the service shows him a screen with all the representations that have been registered in his body and that require the verification that with the documentation contributed to the representation, it is sufficient to be able to grant the representation towards the representative. In practice, only notarial documents, or private documents verified by any other notary public, are allowed because they are the only ones that meet the requirements of the LPACAP (other documents are excluded, such as scans without authenticity or photographs).
