The managing director of the AOC Consortium, Ástrid Desset, the deputy director of Strategy and Innovation, Miquel Estapé and the director of Technology, Ruben Cortés, have received a delegation from countries in the Western Balkans area to share the experience and work of the AOC in the field of digital administration.
The visit of the Balkan delegation was organized by the Regional School of Public Administration (ReSPA), a regional organization created in 2010 jointly by the European Commission and the administrations of the Western Balkans, managed and governed by five members: Albania, Bosnia and Herzegovina, the Republic of North Macedonia, Montenegro and Serbia, while Kosovo is a beneficiary.
Ástrid Desset explained what the AOC Consortium is and what it does to provide quality digital services to all public bodies in Catalonia. He commented that "electronic administration would not be possible without a system of trust, both from the citizen to the administration, and from the administration to the citizen, and that is why the AOC is a trusted service provider and digital identity". Another of the AOC's core activities is interoperability, which allows the sharing between administrations of more than 85 million pieces of data per year.
Next, Miquel Estapé explained in more detail the digital identity systems offered to public workers, elected officials and citizens, detailing the process of obtaining a digital identity through video identification. He also explained the common open government platform that is offered to all local bodies at no cost and with a lot of information automatically loaded by the AOC Consortium.
Finally, Rubén Cortés explained the strategy for migrating the services offered by the AOC to the public and hybrid cloud to guarantee scalability, robustness and maximum availability.
Those attending the meeting were able to debate these issues and explain how they are dealing with similar digital transformation projects.
