The use of digital services increases by 11%: balance of the AOC 2023
The Open Administration Consortium of Catalonia (AOC) commemorates this year the 20th anniversary of its creation, a constitution that has its genesis in the Agreement for the promotion and development of the Information Society in the Catalan public administrations, signed in the Parliament of Catalonia a year earlier, specifically on July 23, 2001, between the presidents of all the parliamentary groups, the Government of the Generalitat de Catalunya and the local governments represented by Localret.
To celebrate the anniversary and highlight the transformation achieved in these 20 years as a digital country, from the AOC we are organizing a series of actions that include, among others, the updating of the corporate image, a commemorative website and an open discussion forum to share knowledge and reflect on how we want the administration of the future to be. The main event of the celebration of the 20th anniversary of the AOC, which will take place on June 14, 2022 in the Parliament of Catalonia, will be attended by people, institutions and organizations closely linked to the AOC since its inception. to this day.
Over these 20 years, the services, solutions and methodologies developed by the AOC have transformed the way both the administration and the public workers work, as well as the relationship between citizens and administration.
Some of the examples are: the deployment of the platform for inter-administrative processing of Catalan public administrations (EACAT) in 2003; the implementation of the digital identity (idCAT) in 2004, which currently benefits nearly 2,4 million users; the introduction of the service of electronic invoice in 2008, thanks to which 4 million annual invoices are currently managed; Via Abierta, which since 2009 has saved the presentation of more than 386M of supporting documents on paper; o la electronic signature in 2011, which allows elected officials and public employees to sign documents from wherever and whenever they want.
It is necessary to highlight the digital transformation achieved by the Catalan administrations during these years, which, in a collaborative way, contribute to the design of the Catalan model of digital administration.
To illustrate the impact that the digital transformation of public administrations has had on people's lives, we will travel to two towns in Catalonia: VilAOC de Baix and VilAOC de Dalt. These are two small municipalities that offer services to citizens and businesses, but they do so in very different ways.
At VilAOC de Baix, administrative procedures are still carried out in a conventional way: procedures and applications are carried out in person at the town hall offices, during opening hours and presenting all paper documentation.
The village next door, VilAOC de Dalt, has opted for digital administration and procedures can be done from anywhere at any time. The relationship of the inhabitants of VilAOC de Dalt with its city council is much more sustainable and economical because people save time, travel and paperwork, and the council gains in efficiency, transparency, guarantee and security.
