After months of not being able to process new applications for authorization of data from the Register of Vehicles and Drivers of the services of ATEX of the DGT, the AOC Consortium has incorporated into the catalog of data and interoperable documents, six new services from the General Directorate of Traffic, provided through the State Intermediation Platform.
Authorizations
In order to be able to consume these services, whether or not you are an authorized body, the DGT requires that the new modalities available be requested through the Via Oberta form available at EACAT.
- The bodies are currently authorized and consume the DGT's ATEX services they will have to migrate their authorizations to the new DGT services (PID). Consequently, they will have to reapply for the services of the DGT for the specific modalities and procedures currently offered. From October, the Consortium will contact the bodies concerned to provide support in the processing of new applications.
The DGT is expected to discontinue the direct provision of ATEX services in January 2022. Therefore, it is important not to delay the migration of authorizations to the new platform, to prevent any consumption from being affected.
- In relation to bodies that require the data of the Register of Vehicles and Drivers, to resolve its administrative procedures and, that still they do not have authorizations they can now start requesting the services they require through the Via Oberta form available at EACAT.
New services
The services of the Register of Vehicles and Drivers currently available through the State Intermediation Platform are the following:
- Querying data from a vehicle
- Consultation of the list of vehicles of a driver
- Querying a driver's license data
- Consultation of data of a vehicle by the owner of the road
- Consultation of data of a vehicle for sanctions (requires agreement)
- Consultation of Driver Sanctions (requires agreement)
Unlike previous DGT (ATEX) services, the issuer is currently strictly applying the data minimization criterion. In this sense, the DGT only authorizes services when the regulations provided prove the need to consult the data for specific procedures. A la Letter of Services, you will find specified the procedures that we have evidence that the DGT is authorizing for each type of service. We recommend that you review it before initiating the processing of authorization applications.
Need for an agreement to consume the services
To consume the previous services of the DGT (ATEX) it was always necessary to sign an agreement with the DGT. However, there are currently four services that will not require the formalization of an agreement with the issuer, as they are already covered by the signing of the Mutual Service Provision Agreement between the AGE and the AOC Consortium.
These services are:
- Query data of a vehicle
- Consultation of the list of vehicles of a driver
- Consultation of driver's license data
- Consultation of data of a vehicle by the owner of the road
However, for access to sanctioning modalities related to road issues, the DGT offers two new services, for which it is necessary for the administration to have powers in matters of traffic and road safety and to sign a specific agreement with the DGT in through the Provincial Directorate of Traffic:
- Consultation of data of a vehicle for sanctions
- Consultation of Sanctions of a Driver
You will find the details of these services and their requirements in the Charter of Services.
