Many heads of public entities in Catalonia are having difficulty in putting into operation, within their organization, the electronic register of powers of attorney in compliance with the provisions of Law 39/2015, of 1 October , of common administrative procedure of the Public Administrations and the Royal Decree 203/2021, of 30 March, by which approves the regulation of performance and operation of the public sector by electronic means and do not know where to start.
In order to facilitate the management of representapowers of attorney, and thus allowing one person to act on behalf of another before public administrations, the AOC Consortium makes the service available to Catalan public administrations Representa and a support guide for the implementation of this service.
What is the Representa?
Representa is a common electronic register of powers of attorney that the AOC makes available to the Administration of the Generalitat of Catalonia, the local Entities of Catalonia and the public bodies and public law entities linked or dependent on the above.
This record is shared for all of them; that is, it is not an individual or independent record, which entails co-responsibility in the processing of personal data contained therein.

What is the project implementation guide? Representa?
La Project implementation guide Representa is a document for users of the service, intended to facilitate the implementation and commissioning, within your organization, of the electronic register of powers of attorney in compliance with the provisions of Law 39/2015, of 1 October, on procedure common administrative law of the Public Administrations and Royal Decree 203/2021, of 30 March, approving the regulations for the action and operation of the public sector by electronic means.
This Guide makes a series of recommendations for each of the following actions:

- Parameterize Representa.
- Aspects related to files, procedures and forms.
- Integrations.
- Staff training.
- Regulation.

- Dissemination.
It is based on practical experiences from various Catalan public administrations, and contains technical, organizational and procedural issues.
This one guide is a first version of it, which will be expanded and improved with the collaboration of the service users, so we are open to your comments and suggestions for improvement.
