To carry out procedures in the name of minors, is it necessary to register their representation with the Representative?
Many heads of public entities in Catalonia are having difficulty in putting into operation, within their organization, the electronic register of powers of attorney in compliance with the provisions of Law 39/2015, of 1 October , of common administrative procedure of the Public Administrations and the Royal Decree 203/2021, of 30 March, by which approves the regulation of performance and operation of the public sector by electronic means and do not know where to start.
In order to facilitate the management of representations and powers of attorney, and thus allow one person to act on behalf of another before the public administrations, the AOC Consortium makes available to the Catalan public administrations the service Representa and a accompanying guide for the implementation of this service.
What is the Represent?
Representa is a common electronic register of powers of attorney that the AOC makes available to the Administration of the Generalitat de Catalunya, the local entities of Catalonia and to public bodies and public law entities linked to or dependent on the above.
This record is shared for all of them; that is, it is not an individual or independent record, which entails co-responsibility in the processing of personal data contained therein.

Currently, the service has more than 160 registered entities and more than a thousand operational representations.
What is the implementation guide for the Representa project?
La Guide to the implementation of the Representa project is a document for users of the service, intended to facilitate the implementation and commissioning, within your organization, of the electronic register of powers of attorney in compliance with the provisions of Law 39/2015, of 1 October, on procedure common administrative law of the Public Administrations and Royal Decree 203/2021, of 30 March, approving the regulations for the action and operation of the public sector by electronic means.
