The inaugural session, held at the Josep Irla Auditorium in Girona, and followed by the students in person and by anyone who wished, online through the AOC Youtube channel, reflected on the concepts of digitalization, transparència and open government and the challenge of public administrations to achieve clear communication.
Therefore, Estrella Montolío explained to the students how, in recent years, concepts such as modernization of administration, efficient administration, transparència, digitalization or accessibility have become commonplace and are presented as necessary objectives to meet the needs and expectations of 21st century citizens. However, everyday reality shows that the usual experience of citizens in their communication with the Administration is not fluid, simple, clear or kind. It often becomes a frustrating experience, if not outright distressing. Much of the administrative procedures have become electronic, but this change has not led to a simplification of processes or the language used; rather the opposite. However, if citizens do not understand the communication of the Administration, we find a problem of efficiency (procedures are lengthy), economic (resources are lost along the way), democratic (understand the administration maintained with the taxes is a democratic right) and of legitimacy and trust (how to trust institutions that address themselves in a confusing, twisted, and often authoritarian way?). That is why implementing Clear Communication methodologies is the main challenge of our administrations.
