With the aim of achieving a work system that is always in force, useful and able to adapt to the characteristics of user bodies, this new e-SET governance model has set itself three main goals:
- The reorientation to the real needs of the user entities, taking into account how the work environments have evolved in recent years and, even more, during the pandemic. For example, it is necessary to take into account the incorporation of the modalities of distance work or telework and collaborative work. The service must also be offered to other potential public bodies that use the service, such as town councils with more than 5.000 inhabitants, local autonomous bodies, municipal trusts, public business entities, associations, local consortia, decentralized municipal entities, etc.
- The updating and extension of the documentation since the intensification of the electronic Administration of the last years, with his consequent normative, technological and organizational changes, does necessary the documentary shaping of his impact
- The creation of self-assessment and control mechanisms to obtain, on the one hand, the degree of consolidation of the model and, on the other, to guarantee the appropriate application of the methodology.
In short, with the rejuvenated e-SET, available from the second half of 2022, aims to ensure that Catalan administrations can share a system of work that allows them to add resources, reduce costs and strengthen their collaboration networks, with the ultimate goal of offering a better service to citizens.
