El Catalonia 2022 Working Group, created on June 2 at the request of the Government of the Generalitat de Catalunya, has presented the conclusions of its work to the Government. It is a multidisciplinary group that aimed to incorporate the talent of very different fields and disciplines and have the commitment of civil society in defining policies aimed at ensuring the competitiveness and development of the country in future scenarios that could be derived from COVID-19.
The Catalonia 2022 Working Group has been coordinated by Victòria Alsina-Burgués and Genís Roca Verard, with the participation of around twenty experts from different fields, and has carried out its activity with complete independence.
The Grup de Treball Catalunya 2022 considers that “it is necessary to improve access to culture and transform the education system in order to have a more critical and capable citizenry. It is necessary to take care of people with a holistic vision, which is different than just curing it, and access to decent housing is a powerful tool in the fight against inequalities. It is essential to incorporate a lot of innovation and update the legal and fiscal framework; become sovereign, responsible and sustainable in food and energy; to strengthen research centers and, therefore, the creation and transfer of knowledge; and be able to base much of the decisions on science and data. But above all, an agile and reformed public sector is needed. An administration focused on creating public value, and not just on ensuring the cleanliness of procedures, that knows how to work in a network. ”
Of digital government
The activation of the country proposed in this document requires an administration focused on creating public value that promotes and facilitates the participation of civil society; a driving force and catalyst for change that is modernized to have the capacity to orchestrate a model of public-private collaboration that conveys the commitment of civil society (companies, associations, citizens) in the development of the country and the well-being of the people.
New systems are needed for selecting and promoting personnel in the administration, regulating job insecurity and professionalizing public management —starting from the area of general directorates— and promoting career paths.eres horizontal and mobility of public workers between different administrations and public sector entities, reaching the point where a person can, for example, work a few days at the Generalitat and the rest of the week at a town hall.
It is proposed to create mechanisms to evaluate the activity of the administration according to the public value generated —and not only according to compliance with the terms and conditions—, as well as to redesign processes, facilitate the management autonomy of public bodies and promote citizen audits
