85% of open tenders from local bodies and universities during 2020 were electronic

Electronic bidding is already a reality. During the year 2020 85% of the tenders of open procedures, published in the Contractor Profile of Catalonia by local bodies and universities, have made use of electronic bidding tools for the submission of proposals.

A total of 881 entities in these areas have made use of electronic bidding for this type of procedure.

These indicators, although they do not yet reflect the desired percentage to show compliance by all bodies with the legal obligation to ensure the principle of transparency and management efficiency in procurement procedures, denotes the consolidation of confidence in the application of electronic processes, both by the Catalan public administrations and by the companies that submit to the tender procedures.

It is important to remember the importance of allowing the submission of proposals by electronic means, in compliance with the Public Sector Contracts Act 9/2017, which establishes the obligation to apply electronic processes in public procurement procedures, including the submission of the offers in the procurement files.

The Public Procurement Services Platform and its electronic bidding tools are an initiative of the Department of the Vice-Presidency, Economy and Finance of the Generalitat de Catalunya, in collaboration with the AOC Consortium, which are in a continuous process of adaptation to the new requirements and needs of the users, facilitating, not only the fulfillment of the rule, but also the agility and the transparency in the contracting, as well as the efficiency and the saving, so much by the contracting organs as by the companies , to which they avoid the unnecessary displacements by the registry of the proposals.

Finally, it should also be noted that, on a global scale, during the same year 2020, 3 out of 4 procedures that were done with the administration, were digital.
