Three key vectors are identified that combine basic skills with attitudes that keep them active and give way to new behaviors in continuous improvement. These vectors are the person, the team and, ultimately, the organization. To achieve innovation the person must be action-oriented, the team must be cooperative and the organization must be sustainable.
This manual is the starting point that the EAPC will use to develop training and learning itineraries with different formats that help to develop these skills among workers, commanders and public managers and contribute to creating an entrepreneurial and innovative culture within administrations. .
