More than half a million people already use theidCAT Phone

More than 500.000 users already haveidCAT Mobile, the citizen identification system based on users' mobile phones that allows electronic procedures to be carried out easily and securely with Catalan public administrations.

This system is an excellent alternative to digital certificates for citizens, representaentities and self-employed people, since it is difficult for these groups to use digital certificates.

In a little over two years, more than 2.000.000 million actions have been taken in which theidCAT Mobile has been the chosen identification system. This implies that each user has carried out, on average, 4 actions with idCAT Mobile. 99% of users who have idCAT They obtained it by registering from home and the vast majority of them (83%) are satisfied or very satisfied with the registration system from home, without the need to travel. Regarding the processing, satisfaction is very high, at 88%.

Some of the councils that stand out especially in the promotion of electronic processing, in proportion to their population (procedures / inhabitant), are: Sant Cugat del Vallès, Vic, Tona, Begur, Borredà and Sant Julià de Cerdanyola.

THEidCAT Mòbil is a joint initiative of the Generalitat de Catalunya and the AOC Consortium, with the collaboration of Cesicat, the Cybersecurity Agency of Catalonia.

Registration of theidCAT Mobile with facial recognition

According to the European standard for electronic identification and signature, the Internet identity verification system currently used by theidCAT Mobile is considered low-level and there are some administrative actions with a certain risk for which it is not recommended to use it, such as access to citizen folders with sensitive data.

In addition, the online registration process requires information from the National Identity Card and health card that must be verified, and there are citizens who do not have it. This is the case with immigrants with a residence card, officials with a Muface mutual company or Catalans abroad.

For these reasons, we are working on a new, more secure and robust registration procedure, with the aim that all citizens of Catalonia can obtain it without having to travel and promote the increase in uses in the Catalan administrations.

The solution we are working on is the remote registration using facial recognition and imaging solutions for official identification documents, combined with video recording and validation by a properly trained operator.

These solutions, widely used in the banking industry, provide robust evidence that allows identity verification at a substantially (medium) level in accordance with the eIDAS Regulation on Electronic Identification and Trusted Services for Electronic Transactions in the Internal Market. .

In addition, we conducted a detailed study of the main facial recognition solutions and the image of official identification documents that are being used in the public sector at European level to learn best practices.
