In the field of research of transparència, public ethics and responsibility in public administrations, the University of Barcelona is advancing in a research project that has a very suggestive title:
"Internal impact of the application of the regulations transparència in Catalan town halls".
Project-funded by the School of Public Administration of Catalonia, has as its general objective to analyze the internal impact of the application of Law 19/2014 in Catalan city councils, and among the objectives it proposes, it wants to analyze the impact of the transparència in the municipal administration staff and their perception of the matter.
It is clear that despite the existence of scientific evidence on the effects of transparència on citizen attitudes towards institutions, there is still no clear knowledge about the internal effect that the application of the Law of Transparència from an organizational point of view. In other countries, research shows that the application of criteria of transparència have produced profound changes in the organizational culture and practice of administrations, which in turn have an impact on the perceptions of administration staff. This project therefore aims to fill this gap with regard to Catalan municipal administration.
To achieve this objective, the members of the research team want to know the direct opinion of people who work in this field, through the organization of discussion groups, bringing together around the same table people from different municipalities who have participated in the implementation of the Law on Transparència in order to know their perception and assessment of the implementation of the law (both positive and negative). In this sense, they want to generate a space for reflection and exchange of impressions that can become useful knowledge both for the municipalities themselves and for the supramunicipal institutions that have to plan these policies.
The sessions will be organized in a decentralized manner in the territory. If you want more information or want to participate in any of the sessions, you can contact the research promoters directly before November 10th by email Mr. Joan-Josep Vallbé [vallbe@ub.edu] or Mrs. Esther Pano [epano@pisunyer.org].
