In electronic processing, procedures must be adapted so that they are not an imitation of the paper world. Often, however, reengineering suffers from the burden of the Administration's own circumstances. In other words, you have to juggle between what you want and the reality: what budget you have, the adequacy of European, state and Catalan regulations, the resources, the security and the management (or resistance) of the exchange. In addition, the workload often makes it difficult to rethink processes.
But, in short, what needs to be guaranteed is that all citizens enjoy the basic services of e-government, regardless of the resources of the administration with which they interact. We need to get involved to take advantage of the cooperation systems that administrations have, including interoperability.
It is for this reason that We offer two ways to rethink your processes and make them more interoperable.
In the attached document, you will find one matrix that includes all the modalities of consumption of the services of Via Oberta and, next to it, examples of standard procedures that you can manage from your body.
You need to take your regulations (tax ordinance, municipal ordinance on the possession and protection of animals; subsidies for educational activities; food aid, etc.) and mark in the matrix the data you are now requesting to process. In this way, you will be able to configure the list of queries that you can carry out through Via Oberta.
Another way to find out the interoperable potential of your process would be to create a four-column document. In the first one you would indicate the article or the base. In the second, explain what the regulations require; in the third, which body has the data and, finally, a fourth column with the corresponding interoperability service. For example: Column 1, Base 4.1.1; Column 2, “Complying with Social Security Obligations”; Column 3, “TGSS”; Column 4, “Debt Situation”.
