Moving towards a European digital identity
Since mid-2017 in Catalonia we have had a digital identity service called idCAT Mobile based on a face-to-face registration or an Internet record based on information that only the Administration and the citizen know.
Currently more than 99% of registrations are made online and satisfaction surveys indicate that citizens have an excellent assessment of the registration process and the use of idCAT Mobile. However, according to the European standard for electronic identification and signature, the Internet identity verification system is considered low-level and there are some administrative actions with a certain risk for which it is not recommended to use it. lo, such as access to citizen folders with sensitive data.
In addition, the online registration process requires information from the National Identity Card and health card that must be verified, and there are citizens who do not have it. This is the case with immigrants with a residence card, officials with a Muface mutual company or Catalans abroad.
For these reasons, let us consider explore new mechanisms to provide the idCAT Mobile online registration process with more security, robustness and trust, with the aim of expanding the number of users who can obtain it without scrolling i ofincrease uses to the Catalan administrations.
The solution we propose is the remote registration using facial recognition and imaging solutions for official identification documents, combined with video recording and validation by a properly trained operator.
These solutions, widely used in the banking industry, provide robust evidence that allows identity verification at a substantially (medium) level in accordance with the eIDAS Regulation on Electronic Identification and Trusted Services for Electronic Transactions in the Internal Market. .
In addition, we conducted a detailed study of the main facial recognition solutions and the image of official identification documents that are being used in the public sector at European level to learn best practices.
