Update of the classification table and catalog of documentary series of the e-SET model

In recent months we have been analyzing the proposals to include new entries in the classification table and catalog of documentary series of the model e-SET which have been sent to us by the users of the service, the heads of the Provincial Councils and the implementers of the method. As a result of this work we have updated this instrument: link to the version approved on July 01, 2019

The most significant changes are:

Classification chart (levels 1 and 2):
  • Level 2 “ENVIRONMENTAL CONTROL” has been added to “ENVIRONMENT”
  • Level 2 “COMMUNICATIONS AND ICT” has been added to “ORGANIZATION”
Catalog of procedures / document series hanging from the leaderboard:
  • They have been added 87 new entries. They are marked in the column “Date of incorporation” with the date “01/07/2019”
  • They have been given from low 5 documentary seriess because they no longer appear in the model of classification table of city councils and county councils created by the Department of Culture. In the event that you have a file created in these series, we recommend that you classify them in the following entries:
    • 1228 - Adoption of the flag of the municipality (the 1232- Adoption and modification of the symbolism of the local corporation can be used)
    • 1229- Adoption of the heraldic shield of the municipality (the 1232- Adoption and modification of the symbolism of the local corporation can be used)
    • 1729- Investment credit operations (the 1447- Bank loan contracts can be used)
    • 1730- Credit operations for treasury (1447- Bank loan contracts can be used)
    • 2908- Applications for rental housing (you can use the 2904- Concessions for public housing for rent)
  • It is proposed do not use (marked as obsolete), although they are valid entries in the table model, 8 documentary series since a more suitable entry exists:
    • 1374 - Collaboration agreements (it is proposed to use 1376 - Agreements)
    • 1281 - Statistics of the Municipal Economic Information Service (SIEM) (it is proposed to use the 1282 - Indicators, reports and statistics of the local corporation)
    • 1293 - Document output register (it is proposed to use 3125 - General document register)
    • 1294 - Document entry register (it is proposed to use 3125 - General document register)
    • 1286 - Master plans (it is proposed to use the 1287 - Policies, plans and guidelines)
    • 1501 - Concessions of licenses to the personnel (it is proposed to use the 3025- Concessions of licenses and permissions to the personnel)
    • 1502 - Concessions of permits to the personnel (it is proposed to use the 3025- Concessions of licenses and permits to the personnel)
    • 1503 - Holiday concessions to staff (it is proposed to use the 3025- Concessions of licenses and permits to staff)
  • They exist 7 documentary series marked as non-valid that, exist in the model of picture, but that they are series that at present no longer makes sense to use because they are functions or activities that the city councils no longer lend:
    • 1412 - Consulting and technical assistance contracts (this type of contract no longer exists)
    • 2241 - Cash aid applications (these types of aid no longer exist)
    • 1650 - Files of the Special Accounts Commission (it is recommended to use entry 1069 - Files of Commissions, Boards and Boards)
    • 2689 - Population Census (2688 Population Census Training to be used)
    • 2691 - Census of buildings and premises (this type of census no longer exists)
    • 2610 - Organization of elections to agricultural chambers (2609 - Organization of elections to agricultural professional organizations must be used)
    • 2686 - Registration of common-law couples (no longer a municipal competence. At most certificates can be made and should be used 1292 - Registration of certificates / Certificates)
