Indicators on invoices in e-FACT (October 2023)
The project EUeInvoicing.cat has developed the main electronic invoicing solutions for public procurement in the Catalan ecosystem. During the project, the eInvoicing platforms have been adapted to the new European e-invoicing standard. Pimefactura, managed by PIMEC, and EBusiness Chamber, managed by the Barcelona Chamber of Commerce, as well as the point of delivery of electronic invoices for the Catalan administrations e. FACT and the electronic invoice receipt system of Barcelona City Council.
A major boost to European business competitiveness
The implementations made to the tools guarantee a greater interoperability at European level, allowing that any European company, and among them the Catalan ones, can invoice to any Catalan and European public entity of simpler and efficient form without having to know the requirements and specific formats eligible from each country.
European legislation enters into force on 18 April 2019 as another tractor to facilitate the massive use of the adoption of electronic invoicing between organizations, and consequently make possible more member states connected to the other European Union countries.
New functionalities of Catalan electronic invoicing tools
Thanks to EUeInvoicing.cat, EBusiness Chamber has incorporated the possibility of receiving notifications on the status of invoices issued with the new standard, offering its users a platform adapted to the new regulations that easily implements the invoicing process with European public administrations.
The functionality of receiving notifications has also been implemented in the Pimefactura invoice issuing service, as well as its establishment as an Access Point (AP) to allow all the management of invoices according to the new standard through the PEPPOL network. .
From the point of view of Catalan public entities and administrations, the point of delivery of electronic invoices e. FACT, managed by the AOC, has implemented two major changes: on the one hand its establishment as an Access Point (AP) to manage the invoices received according to the new European standard and, on the other, the ability to make the transformation between the new UBL2.1 invoice format and the current e-invoice format, in order to allow the immediate adoption of all public entities to the requirements of the new electronic invoicing regulations that will enter into force soon. In this sense, the improvements developed to the tool greatly facilitate companies and self-employed people from other European countries to issue invoices to Catalan public entities.
For its part, the Barcelona City Council's electronic invoice receipt system has modified its electronic invoice receipt process in order to be able to determine whether the original invoice is in the new European format and a process of rendering European invoices to be displayed in PDF format to make them much more readable for processing. With the developments carried out, the platform can accept invoices from other European countries natively and without changing the way in which the invoice managers of Barcelona City Council work.
