The Government has approved the DECREE LAW 1/2017, of February 14 by which it transforms the Registry of stakeholders of the Generalitat of Catalonia into a new one that will be valid for all the institutions, city councils and other public organisms, forced to have one as it establishes Law of transparency.
This initiative has been promoted, among others, by the Directorate General of Law and Legal Entities of the Department of Justice I la Network of Transparent Governments, to which the AOC Consortium actively belongs. In this way, the already existing Register of interest groups of the Generalitat, previously limited to the Administrations belonging to its Public Sector, becomes a country initiative that also includes all the Catalan Local Administrations.
With this Decree Law, more than 2000 will be able to benefit from this new regulation in order to comply with the legal framework without having to create their own register, while respecting the autonomy of those local governments that prefer to have of a register of its own. However, entities that already have their own register will have to integrate it into the Register of stakeholders in Catalonia.
This new legal framework will consolidate and greatly enhance the important Transparency efforts developed to date by all Catalan Public Administrations. Democratic control and the prevention of corruption will be strengthened, thanks to the unification of all data in a single register, which will greatly facilitate centralized consultation by citizens. It will be possible to obtain information regarding the creation of “Lobbies” and, even, to consult the agendas of meetings of the high positions and directors of the Public Administrations.
The Parliament will have to validate this Decree and develop the legal details that follow from it and, at the same time, all the parties involved will specify the technical details. The AOC Consortium will facilitate access to information through its e-Office 2.0 and Transparency solution.
