In accordance with article 3.2 of Law 40/2015, of 1 October, on the Legal Regime of the Public Sector, public administrations must interact with each other and with their organs, bodies and entities linked or dependent through electronic means, that ensure the interoperability and security of the systems and solutions adopted by each of them; they must guarantee the protection of personal data; and, they must preferably facilitate the joint provision of services to the interessats.
On the other hand, with regard to the Catalan public sector, article 11.3 of Decree 56/2009, of 7 April, for the promotion and development of electronic media in the Administration of the Generalitat, relating to communications with public administrations, agencies and institutions, states that such submissions should be carried out preferably through the extranet of the Catalan public administrations (EACAT), managed by the Open Electronic Administration Consortium of Catalonia (AOC Consortium).
The AOC Catalonia, acts as interoperability node of all Catalan public administrations, in accordance with the provisions of Law 29/2010, of 3 August, on the use of electronic media in the public sector of Catalonia, its statutes and as recognized by the Collaboration Agreement between the Ministry of Public Administrations and the AOC Consortium, for the mutual provision of basic e-government solutions of 25 June 2015.
In accordance with its role, and with the aim of facilitating the fulfillment of that obligation to the Catalan public sector, it makes the platform available to the public sector. EACAT, for which communications can be made and to materialize inter-administrative relations with the entities of the Catalan public sector.
We all adhere to EACAT have the Service "Generic Submission", Which from June 1 it will allow them to communicate with any entity in the Catalan public sector, since it will be activated for all entities that were not potential recipients of this message until now. On the other hand, the AOC Consortium offers e-NOTUM, electronic notifications and communications service, available for free for all Catalan public administrations, that can be used to notify administrative acts and resolutions to citizens, companies or legal entities, with all the legal guarantees established by current regulations. This service too can be used when the administration or the entity is a subject of rights as a legal entity, may be subject to administrative notifications by other administrations (tax area, traffic and road safety, etc.).
In front of the obligation established by the legislation, from the AOC Consortium invites you to use our technological tools, especially of the generic delivery ofEACAT i e-NOTUM to issue and / or receive electronic notifications.
