The Government has approved the Code of conduct for senior officials and management staff of the Generalitat Administration and its public sector entities, included in the current Government Plan.
The Code applies to senior officials and managers in the public sector, and establishes twenty-four ethical principles and rules of conduct, compiled in a very concise manner to facilitate their application. The document is based on two blocks of action: exemplary behavior in the public interest and maximum transparència and traceability in public decision-making.
Among the rules included is a more precise and strict regulation of the conflict of interest; the obligation to refrain from accepting gifts and not to accept payments for travel, travel and accommodation by private or private companies; presentation at the time of appointment and termination of the patrimonial declarations; or make public meetings with stakeholders, which may not be held if the stakeholder is not registered in the Register.
In relation to the local public sector, under the auspices of the Framework Agreement to collaborate on matters of transparència, access to public information and good governance (Transparent Government Network of Catalonia), a working committee has been set up to draw up a model code of conduct for senior officials adapted to local bodies.
