According to a study conducted last July by International Transparency Spain It can be deduced that the Generalitat, the Parliament, 13 of the 16 Catalan city councils analyzed, the 4 Provincial Councils and 8 Catalan public universities mostly comply with the legal obligation to publish their contracts and tenders as established in Law 20/2013, of 9 December, guaranteeing market unity. In this context, it is necessary to highlight the important role of the Platform for Public Procurement Services of the Generalitat of Catalonia, which is offered to Catalan local public administrations and public universities, through the AOC Consortium, which facilitates compliance with this obligation and, in turn, also that of Law 19/2014, of 29 December, transparència, access to public information and good governance, where public entities can link to comply with part of the contracting obligations that this law incorporates.

This favorable balance contrasts with the overall situation that exists throughout the state which, according to the study in question, highlights an unacceptable and worrying legal breach that should be corrected as soon as possible in order to guarantee the transparència, preventing corruption, respecting competition rules and improving economic efficiency.
